FINAL ACCOUNTING OF THE MODERNA VACCINE PURCHASE AND ADMINISTRATION

Dear AHV Neighbors,

This is a follow-up to AHVA Bulletin No. 2022-0612 dated 16 June 2022, wherein we presented our Financial Forensics Report to the AHVA Membership regarding the Moderna Vaccine purchase initiated by the previous Board of Directors.

We received the final bill of Reliance United for their Administration Fees and have completed a reconciliation of all accounts with them. We likewise successfully negotiated with Reliance to waive the Penalty Fee of Php10,000 per vaccine administration date (if the headcount on such date is below 100 persons) for all the vaccine events held in 2022. Thus, no additional penalty fees were levied upon AHVA other than the Php30,000 paid for the three (3) vaccine events held in 2021, namely on July 9, August 6 and September 3.

In our Financial Forensics Report, we stated that a refund arising out of the foreign exchange differential of Php1.20 per US Dollar per Dose is due to all AHV members who purchased Moderna vaccines, and shall be paid out upon termination of the vaccine administration contract with Reliance United.

With respect to the Administration Fees due to Reliance United of Php500 per dose (applicable to each primary dose as well as booster shots administered), an AHVA member who purchased the Moderna vaccine shall be entitled to a refund on the Administration Fees paid, OR shall have a payable due to the Association, depending on the member’s actual doses consumed and administered by Reliance United to such member and/or his/her nominated substitute/s.

To recall, one primary dose is equivalent to two booster shots. For every primary dose purchased, an Administration Fee of Php500 was paid. Thus, an AHVA member who purchased one (1) primary dose and paid Php500 in Administration Fees, BUT availed of his purchased primary dose as two (2) boosters, will have a payable to the Association of Php500.00.

Statements of Account will be released within the week to all AHVA Members who purchased/availed of Moderna primary vaccines and/or boosters. The relevant computation of the amounts due from, OR payable to the Association, shall be clearly presented.

For those entitled to refunds from the Association for an amount less than Php3,000, we appeal for your understanding that such refund shall be applied as credits against your forthcoming water bills to reduce the administrative burden of check issuance. Unless we hear from you to the contrary by 07 December 2022, we shall proceed with this payment mechanism.

For those with payables to the Association arising out of the shortfall in Administration Fees paid, net of the exchange rate differential refund, kindly settle your accounts on or before 12 December 2022.

CHRISTMAS FUND DRIVE FOR AHVA EMPLOYEES & SERVICE PROVIDERS

Dear AHV Neighbors,

In the spirit of Christmas, and in keeping with the tradition of Alabang Hills Village (AHV) residents sharing God’s bounty with our dedicated and hardworking employees and service providers this time of year, may we respectfully seek your kind participation by donating to the annual AHV Christmas Fund Drive? Let us make the workers feel our deep appreciation for their efforts in making our Village a better place to live in, and for their prompt response to all our concerns this past year.

Please send your contributions, whether monetary or in kind, early, as we plan to distribute the funds by December 14. For efficiency purposes, our collection cut-off date is December 8, 5:00pm. Please bring check/cash donations to the AHVA Admin Office. Office hours are Mondays – Fridays 8:00am to 12:00nn & 1:00pm to 5:00pm, and Saturdays 8:00am to 12:00nn.

For check donations, please make checks payable to Alabang Hills Village Association, Inc. Official Receipts (OR) shall be issued for cash/check donations. Acknowledgement receipts shall be issued for in-kind donations.

AHV ROTUNDA DRIVING REGULATIONS

Dear AHV Neighbors,

Please find below a flyer detailing our Rotunda Driving Regulations. These regulations go into effect immediately. Between now and November 30, violators will be apprehended but not fined. We will begin imposing fines on December 1. The applicable fines, as contained in our Vehicle Sticker Application Form, are as follows:

1). Traffic violations: disregarding traffic signs, speeding, reckless driving, unauthorized parking, driving without license or with expired license, unregistered vehicle:
First Offense P500.00
Second Offense P1,000.00
Third Offense: P2,000.00

2). Disobedience / arrogance / refusal to follow village regulations & traffic policies:
First Offense P500.00
Second Offense P700.00
Third Offense P1000.00 & banned from AHVA

We will continue to post Security Guards at the rotundas every day but only up to November 30. Beginning December 1, when the penalties will go into effect, we will switch from ‘on-the-spot in-person apprehension’ to using our CCTV cameras located at every rotunda. We will notify violators caught on CCTV to show cause why they should not be penalized. We will send “show cause” notices via email as well as via hard copies delivered to their homes in the case of residents.

Residents can also report violations straight to the guards or to the Security Office, citing the date, time, and location of the violation, and if possible, the license plate number, make, and color of the vehicle in case CCTV footage may be unclear.

From time to time, Security Guards will be positioned at the rotundas to reinforce compliance.

We are printing hard copies of the Rotunda Driving Regulations flyer and will be distributing these house-to-house. We will also be handing out copies to Pass-Thru Sticker holders at Gates 1 (Don Jesus), 2 (Tirona), and 3 (Don Manolo).

For everyone’s safety and for traffic orderliness, we request you to please peruse and comply with the new regulations.
